This is for a construction cleanup with 4 -5 kitchens filled fill acres of stainless steel appliances.

Polish isn't an option since the contractors are destroying them with finger prints.

Isopropyl alcohol has been effective, but I'm getting way to high from the amount it takes to clean the appliances.

Would a vapor steamer work on the grimy finger prints and other wonderful construction debris getting on the stainless steel?

We would use mineral oil only... No commercial cleaning products..That is all they use in the professional cooking Ss hood cleaning business.

I'm not educated on mineral oil, but I thought I read something about there being a food grade and non-food grade. Is that right and if so which is meant for cleaning? 

I would use food grade. I have had a couple professional hood cleaners tell me they used baby oil in a pinch. Apparently they are the same thing and its safe for babies right?
My understanding is they use SH ((sodium hydroxide) also known as caustic for cleaning stainless. I don't know what percentage off hand. They buy it and mix it from powder form.
They add a surfactant (soap) do that it clings to what they are cleaning. They have to be careful on cheap grade stainless and aluminum and not make it to hot of mixture... Yeah and last thing, never get any of that on you at any mixture and always wear safety gear using it while pressure washing.

Vapor steamer isn't bad at all, as you mention. It is quite good to clean those surfaces. However, as someone mentioned above, we also recommend that you use a degreaser, that'll make it faster. 
yes. very slow but that will do 

I hope not too slow, but I guess if I can leave one guy doing just that it frees up everyone else for the other tasks. I'm going to pick one up from Home Depot to try out.

Without the steam the degreasers gave very uneven results. So you are saying spray with degreaser and then steam?

Use a pump sprayer to apply the degreaser. 
Simple green stainless steel cleaner works. Wipe with the grain then flip rag and wipe to a shine. I would wait until the contractors finish to final clean if possible. You are wasting money unless you are charging a reclean rate..be sure to get the project manager to sign off on a completed area/kitchen.
