My repair man for my blower

I took my Butler truck mount to a so called repair man today because my blower pulley is froze he sprayed WD40 in it then he took the tensioner-self tensioning off and told me somthing is broke on the on the inside he could not fix it I would new another one, never taking the blower out of the truck does that sound right are does it sound like a lazy mechanic?

Did he say he could fix it or say you needed a new one?

In my time I've had it happen to me on three occasions & on all that was what they did by putting wd 40 (lots of it) & try to unseaze . Got lucky 2 out of 3 times.
Although, I would take another opinion from another teck before you make your final decision.

You can ship it to the manufacturer for a rebuild. I suppose you could even do it yourself.

I was at a shop one time and they had a unit with a seized blower. They would fill it with diesel and let it soak overnight and then try to break it free with a six foot breaker bar. If it did not break free easily, they would let it soak another night and try again.

Did he said there was something broken inside because he couldnt break it loose?
I had the problem once, he poured some acid inside and let it sit, then used a xl pipe wrench and broke it loose at the 3rd attemp. I know that you can break something inside or the shaft if forced too hard.
Maybe he didnt took it out to have a good support to do the loosening.
