Don't know what the Google 3 pack is LOL!
All I know is I put a lot of keywords in the website text and focus on getting Google reviews.
Also cross linking with Facebook, YouTube and Next-door has helped.
I don't really have time to dig into the analytics, all I know is on my contact form 'How did you hear about us' 70% are from Google searches, and the rest are Next-door or referrals.

I get A lot of traffic from Google.
I am not paying anything as of now.
I did have to do some homework and do stuff to my website which is why I think Im getting good traffic.
If you use WIX then it is easier to do, they offer a lot of help. If you belong to the california SBN then they too can help

You should also build the number of relevant backlinks to your site if you want to increase ranking and traffic universally. You should never have all your eggs in one basket when it comes to marketing your business.
Google respects sites more who diversify.
99% of fluctuations have to do with site traffic. Literally your competitor could be updating his site. Even just updating your info can have an impact. Google likes fresh traffic as much as free content!

GMB is critical. One thing many people miss is that if you have a GMB profile that ranks high (has good reviews, good content, etc), your website will also be lifted up in the search results.
Google loves its assets. The more of Google's assets you use, and if you use them the right way, the better off you will be.
Hidden trick with GMB, aside from reviews, are images. Add images of your office, employees, etc. Also, turn on the camera and record some vids. This will all help improve your GMB.
