I am not a mechanical person. I could not explain what those terms mean, but I do know that heat exchangers have improved a lot in the last 10 to 15 years. You will definitely see more heat from a newer improved unit.

Likely they do a lot of upsells. Extra for protector, extra for agitation or deep cleaning. Extra for deodorizer. Extra for stain removal and so forth.
It could also be folks who are otherwise out of work, doing anything they can for pennies to keep some bills paid.
