Need help adjusting Carburetor engine speed too low..

    I believe my engine is running too low rpm's and I need to adjust the carburetor..
    Can someone please inform me on how to do that?

    I'm getting low RPM with or without a load.. Of course it sounds little more bogged down with a load.
    Could it be my governor?


    On top of that vacuum gauge looking as if it wants to top out (around 12 hg with around 14hg clogged) with just a few hundred feet of vac hose and a wand..
