I dream of the perfect prespray,

It has a light pleasant scent.
    It is very affordable
    It is highly concentrated
It is so safe you could eat the stuff
It does not irritate your lungs or make you cough
It is not so bland and odorless that you get bored of it.
It does not gum up your sprayer or measuring cup
It is easily available in Canada
It is gentle enough to use on delicate fabrics, but strong enough to cut through soil on trashed carpets... the first time.
It works with any temperature water
    It is completely non-allergenic
It does not foam up in your tank
You do not need to add stuff to it when the job is extra dirty.
You can use it on carpet or upholstery

No, I'm not trying to sell you a prespray. I just want to see what
prespray you would write down that fits all the above criteria.

    I will take 55 gallons without 1 and 4

1 add a deodorizer and 4 I don't plan to eat it anyway.

Many of the green solutions we sell and use you can spray in your mouth to prove a point to the customer so that is my version of "eating it"

If a manufacturer comes to me with the latest amazing green chemical, I tell him/her mix it 80:1 and spray it in your mouth if they say "no way" I say get out of my office :-D

Since your skin/tissues contain a lot of what you are trying to dissolve/remove from a trashed carpet (oils, fats, etc.), you cannot have both of these items short of a magic potion.

By the way, the cleaning solution that comes closest to your ideal, meeting 10 out of 14 of your criteria, and also known as the worlds most useful solvent/cleaner is...

    plain water!

I use one like this but it has no smell what so ever. It was invented by a Canadian but is still short on 2 of your criteria.

I have actually done extensive testing to satisfy my own curiousity about the effectiveness of prespray in general. Cleaning half the room with prespray, and the other half with just super hot, softened water. I have tried this several times with different presprays. My conclusions came up the same time:

It is easier to get the carpet/upholstery clean with prespray.

Oh, by the way, the closest I have found to meet this list, and by no way does it meet all the criteria on that list, would be either Procyon or Esteam TMC.

I like the fragrance, performance, and dilution ratio of TMC.

I like the safety and reliable performance of Procyon. (Its so much like water I just get bored of using it!)

Best for brute muscle power so far has been Power Burst.

Thanks Jaime but we went with Super Concentrated because it has no fillers. Saves in shipping costs too. Yes you can cut it to 2oz per gallon and 4oz for nasties. This way you lower your cost of RTU below most anything out there.
