I put a tach on it and runs at about 3200 would like to see if there is any serious difference at higher rpm so how do I do it ? Would replacing that spring with a shorter one do it ? There is only one spring on that throtle arm so you should know what I am saying

I can tell you that a spring is not going to raise rpm's for you. You should get yourself the service manual for that engine because it tells you how to do it in detail, step by step. Also that tiny tach is not at all what I would use when adjusting a carb. The tiny tach is a general tachometer that takes the average rpm for display. You want something much more acurate that can read the rpm's in a more finer manor.
