What is the normal charge for pickup/drop off area rugs?

What material should area rugs be wrapped in for delivery?

There is no NORMAL price - you choose your prices, hopefully based on hard actual costs of doing the work, and in the case of pickup/delivery determining the hard costs - travel time (labor + payroll tax + workers comp per person), vehicle costs, fuel costs, insurance.

In Los Angeles trip fees are MUCH higher than other areas because the traffic is bad and it takes more time to get where you need to go. That is a factor also - I know some charge by time for travel, some have a set fee.

I would take a week and track where you go for your route, the time it takes, and determine the real costs of labor plus vehicle costs, and base your trip charge on that.

Some rug cleaning companies work it into the square foot price - for example $4 per dsq ft to pick up and clean ... $3.50 if you bring it in and pick it up yourself.

We charge a fee by region and by one person (rugs smaller than 8x10) or 2 person. If they bring rugs in they save that trip fee.

If you wrap in plastic - keep the ends OPEN or perforate it. Wool has a moisture content and when enclosed in plastic and left too long it can sweat and get a musty odor to it.

For storage always wrap in paper or Tyvek (my preference) - for delivery, plastic is only a short term option unless as I mentioned, the ends are left opened for air flow.
