Sounds like something is wrong with your thermostat or automatic diverter valve. Steamway uses the diverter valve to regulate the engine exhaust for water temp. It is normal for a TM to climb a little but 60 degrees is far to much. Do you know where the diverter valve is located? It should move when it reaches your desired temp.
I have never worked on one but I can possibly help you.

un plug the quick disconnect at the water box and make sure the screen is clear of debris make sure the water box is warming up. check to make sure that when you block off the vacuum....and the pump is on...and the thermostat is set to 200 or so...that the vacuum pod actually pulls the diverter closed. i found also that the diverter valve actuator dosent hold the valve closed all the time. this condition can be cured with aproxamatly 1/4 inch to 3/8 of shims under the mounting bolts forcing the vacuum pod to hold the valve tighter in the closed or heating postion...or....the st6 flow switch needs to have a new plunger....and spring removed
