No mate they take your money and run
Never taken a belt off before but I think if you remove the belt cover you should see some king of screew fitting on the upper end pump side what i think you have to undo so you can slacken it

The issue is the pulleys are too close. No gap large enough to remove or install.

You just have to remove the blower pulley (using the opposite bolt holes on the pulley) I would reccomend geting different bolts from a hardware store though as the threads on the end sometimes get buggered by the pressing apart of the coupling.

try a fenner link belt or power twist belt. All you are spinning is the water pump off the blower correct?
