Jared (topnotchman) runs one of these units, maybe he can give you the information your looking for.

check the shaft for any play, engage the PTO it should get right up to speed. Look over the whole machine, ESpecially the recovery tank, for any corrosion (tanks are aluminum). Then just check the fluids in the blower and pump. Personally I run a 98 4.7 CDS and love it, just ordered a brand new 4.8with Salsa and can't wait.
I always check, test drive and run equipment. If it gives me more than 3 signs of trouble then I'm out of there.
good tips below. I had a disadvantage, my used CDS was OUT of the van, so I couldn't even test it. It worked out though, everything worked.
Check the recovery tank for leaks, pull the cowling out, fire the unit up, and look for leaks around the CAT pump, and other hoses. Cap off the vacuum port and let it load up for at least 5 minutes, and hook a wand up to it and see if you get some good heat, should be at least 200F. If it was taken care of, they will go forever, and 3800 hours is nothing if it was maintained.
