Can you remove the odor without injecting the padding?
no--it's like trying to clean a sponge. In fact, i would replace the pad altogether.
what are the odds of the spot coming back from the padding?
very good. If more than 20% of a room has been affected with urine contamination i won't even bother.
would a pad extractor be necessary?
i don't believe so, because you can't clean pad. On the rare occasion i agree to accept a job with pet urine that is so bad it has saturated the pad, i replace it.
