Thats a pretty old butler you got there guy. Maybe the props inside the blower are getting a little rusty. Maybe you should fill a gallon of hot water mixed with some formula O(steamway product) and send it thruogh the blower service port followed with some wd40. This is something you should do at least every 2 weeks. Hope this helps brother!

Sounds like it could be something wrong with vacuum modulator foot control. This vacuum control is located near the drivers foot pedal or near the intake manifold of the engine. If there is a break in the line somewhere or the vacuum control is faulty you will not be able to hold a consistant stable RPM.

If it wear your blower that is rusted you should hear the lobs rubbing against each other i dont think you would losse rpm and i dont think you would loose pressure from the pump

I think you have an engine problem could be you govener controls at fault

Can you disconect the cog or gear (or what ever you have on that machine) that drives the engine to the blower and pump
And try turning your blower by hand to see if its stiff anywear
and start your engine up so its not puling a load to see if it revs up and down
that way by process of elimanation you will know if its your engine or blower at fault
